how about the old fashion all out raven setup. its cheap, but very hard to fly and youd have bad escap / tank posabiletys. [thats why i named my raven, Victory or Death ^^]
the key elements:
6x sigi II (t2 for a greater variety on torps)
4x sensor damper (mor details later)
3-5x balistic II (as many as posible)
the two high slots and the two mid slots ar for sepecialisation. a nice alrownd setup i use wuld be this one

2x heavy energi distablisiser

4x damper
1x [this slot depends on your job; solo or with takler? , pirat/anitpirat or escort? if a 20-28km scrambler wuld be enuth to scramble your enemys fit on]
1x [ the hardest slot to fit. this slot influences whot drons you use, how fast you can fly , how fast you can lock a target etc. it wuld tack to long to explain it pricisly, so hirs whot you culd fit. ab/mwd (to ceap the distenc betwin a mega but kils your cap), weber(to have a litle mor time til a mega gets into optimal), sensorbooster (the normal use of sensorbuster + a chance to lock sum ecm ships befor they lock you), scrambler (mor scramble strength), heavy capbooster ( to keap the destabilisers runging, good vs megas that com to close).
if you use weber drones you donte need teh stuff to keap a mega on distenc - but you do no damag on small ships. small ships cant do much vs you and you cant do much vs tehm.

back to the damper thing.you can damp every ship to under 13km (without sensorbooster) a norjmal bs has 1 sensor booster so theyr gona have about 20km range(ships with 2 sensor booster ar not that big a deal either). a small ship cant posebly do enithing without geting into your distabiliser range. with a takler you an do very good pirating and anit pirating, it takes a bs longer to lock the takler as it wuld servive.
its not the ship with the highest dps but it dus all hell dps , vs big things it dus do the most dps. its one of the best bs setup vs capitals. and its NOT mainstream.
